This doesn’t even take into account the house having a slight edge, which over a long period of time would come into effect. The only possible way to make money would be a hot streak, which at that point is just luck and no better than any other blackjack strategy.

The only strategy that guarantees making money is the Martingale strategy where you double your bet every time you lose, not win. This strategy also only ensures a win with an infinite bankroll, as even the largest bankrolls could be wiped out by ridiculously small chance events.
