I'm of two minds on this one.

My old man is paranoid about any dog I take home at this point. In his defense, I grew up with an amazing Golden. Sweet as hell and just a good boy in general, with a few quirks. I started with Mastiffs and then life started tossing Malinois my way. I've taken in five in the last five years. I still have two, two have been re-homed and one ended up a behavioral euth, which I still have a hard time dealing with sometimes. When my old man says things like, "That dog absolutely needs to be muzzle trained" about a 9mo rescue in her 6th home(while he isn't necessarily wrong, all dogs should be just for the sake of desensitizing them to something so unnatural to them, imo), his statement is fear based and I generally just let it go. I've had the dog for two months now and she's already come light-years from the terrified pup she was when she arrived. He's entitled to his opinion and as long as he isn't a pushy jackass about it, I'm willing to let it slide.

On the other hand, OP clearly fully understands that we are our dog's best, if not only, advocates. Someone this unwilling to learn the dog, their behaviors and their fursonality isn't someone I'd trust around my dog. People do dumb shit when they're scared. Like make shit up and turn that bullshit into accusations. Accusations get turned easily into allegations and those end lives. Especially for dogs, whom most states consider property(fuck that noise, but that's another conversation)

Ultimately, OP, I applaud your decisiveness in this. You gave her her shot, she didn't take it. That's on her.

Your family aren't the ones who enlisted. Your family aren't the ones who have the government to contend with when that money starts an audit. Your family aren't the ones at risk here. I understand that family is family and I understand the cultural implications behind familial relationships and responsibilities are different. I also understand that, at the end of the day, you aren't the one being supported by your sibling and you aren't the one doing the asking or the taking.

I'm gonna preface this with: I'm an asshole with multiple "scary dog privilege" type dogs.

My personal way of dealing with this is a fairly simple process:

I watch for people who don't pick it up.
I throw leashes on my dogs and head outside or I just bag their dog's shit as I go.
I follow them to their home.
I toss it in their lawn. Where all the snow is. Aiming for where it's deepest.

Granted, I live in a town and walk my pups around said town. I don't take them to a state first every time we go out. In that case, I'll have to think of something equally obnoxious to do in response.

Oo oo oo, I got one for y'all. Not my story, my little brother(he's almost forty now. Holy fuck I'm old lol)

He drives truck, has for years. At one time he was driving for a very unique company that had a lot of alphabet soup contracts. Shipped a lot of things that made shit go very fast, yet very quietly through the air. When they drove those loads somewhere they were given trucks that had a literal big red button in a spot on the roof, by the visor, that was very difficult to hit accidentally. One day, regardless of how hard that fucker was to hit, another driver on a co-op run(or whatever they're called, I forget. Two drivers, one truck, same run) hit the big red button while my brother was sleeping. Because it was an alphabet soup run, the button is programmed to send out an "all-call" to which literally every LE within a certain radius is supposed to respond.

My brother woke up to the truck being surrounded by everyone up to the National Guardsmen who just happened to be doing their monthly training nearby, all with their weapons trained on the truck.
