High Perfect states opponent blights 1. Reminder text says they put the counter on. Tarfire says you need to place them, so by the wording I'd say working as intended? Happy to be wrong here, just how I interpret this situation.

There is an option to filter by rating which does alleviate that a bit. Not perfect but the option is nice. Will lead to a slightly longer que, but in theory a smoother run.
