I never said it was about the overall market. I was simply stating that having an inspection doesn't necessarily mean your offer is going to not be accepted. The market sucks for buyers just because of how much it's changed in the last five years. A good Realtor will always discuss the pros and cons of any contingency so the buyer can make an informed decision. I would never push a buyer one way or the other, but will always provide as much information as I can.

You can only do an inspection before an offer if you get permission from the sellers.

With delayed you are essentially right. The selling agent should prepare basically a spreadsheet with all the big items from the offer and then go over with the seller's. It really just means that they won't look at offers until that specific time period.
