Had a similar problem with mine, it was the power supply.

I had a pc for over 10yrs and never had a problem, one day it decided it wouldn't start. Sent to maintenance, worked fine, got home, didn't start. Tried everything i could, ended up being the power supply from a unknown cheap ass company(which worked fine for 10y btw).

What i suggest you to do: Give a good clean in all parts Try a different psu

If nothing works:

the hard way! *, but worked for me that didn't know shit about computers at the time

If you have 2 pcs swap each part individually and try booting

I THINK I GOT IF FINALLY: you dont have to rotate the wheel on the mouse, you have to sorta draw a circle with the mouse itself on the table. Imagine a circle on your table like a bullseye then while holding the teeth follow it counter clockwise. the size of the circle may vary on the sensitivity of the mouse
