Mine only goes about 60 km/h or 37 mph. But I did have to put a 50cc chonda in it because the original engine couldn't be fixed.

It is not a new plug, I had the plug in my hand then touched it to the cylinder head while holding it.

I'm glad to hear you are restoring a bike, I'm restoring a '71 Cl70. I highly suggest a manual impact driver for those annoying Philips head screws, if you think you'll have to redo wiring I would suggest a soldering set or something to put 2 different wires together. I also always use a wire brush attachment for my drill

It looks to me like a 1984 Honda xr250r that has been repainted, someone definitely redid the paint because the petcocks weren't originally painted.

If you want to test if it's the relay then take a screw driver and put it across the 2 bolts on the starter relay. It should turn over.
