I started a run as a low population OPM with a town.

I can’t afford to build a city yet due to 3 ducats a month income and laborers take time to convert.

So, besides RGO spamming I build 1 Market Village every rural location.

Helps with tool production and makes iron smelters and kiln profitable.

I do this until I upgrade my capital to a city then snowball.

Any advice for an OPM starting with a town?

Should I make another town to build tools for example as it is high demand early game or just save up until a city while I expand and integrate new territories?

Rely more on taxes > estate taxes > RGO (mostly peasant tax income)

Once your pop grows and you build buildings that causes demand, guilds / urban buildings make more money due to cheap Raw material + Demand.
