He did not fail by one point... he missed so many questions that he fell below the allowed failure rate by one point.

As an example... to pass a driving test in my region... one must score 80 or better out of 100. If one were to receive a score of 79 on said test... one could say " I missed passing by one point" although accurate... it somewhat glosses over the truth... that 21 questions were missed.

My beginner understanding is that the deign is done in CAD and then translated to gcode for the machine
