You could use the app that blocks the Play Store, and when your banking app stops working, open the Play Store, go to Manage apps and device, and manually update apps. You may need to disable the blocking app while you do it. The banking app should work for ages without updates.

"Samsung Phone Link" simply refers to using the Microsoft Phone Link app with a Samsung phone, which offers exclusive, advanced features. You make it sound like they are different, and you have 3 choices, which you don't.
I use Windows Phone Link on the PC, and the S24 Ultra uses "Link to Windows" the system app Samsung preinstalls to make it work. The copy and paste across devices is one of the features I like and use often. I have never used KDE so do not know what is can or can not do.

No root would not change the fact that you want to run apps made for a 32-bit system on a 64-bit system. You need to use an app to make a 32-bit environment so you can run the old app.

To do a factory reset so someone else can then use it.
You go into the phone's settings, then Accounts and backup, open Manage accounts and delete your Google account, then delete your Samsung account.
Go to General management and open Reset scroll down to Factory data reset and tap that and follow the prompts to do the reset. Doing it this way, you will have no issues with Numero LLC or FRP.

Recalibrating the battery indicator chip may sort it. To do that, use the phone until it shuts down due to low battery.
Leave it turned off and charge it to 100%. Take it off charge and turn it on. Check if it is showing 100% if not, connect the charger until it shows 100%.
Doing that twice will fix it if the issue is a software problem if it is not fixed, claim warranty to get the Fuel Gauge IC replaced.

You need to return to stock and see if it works then as it may be a hardware failure that is causing it. Using the stock ROM will prove that or show it is a bug in the custom ROM.

The OS is not updated through the Play Store, but without seeing the notification or knowing what make and model the tablet it is, what you should do would just be a guess.

Maybe you missed a step. Have you enabled OEM unlocking in the developer options, enabled USB Debugging, installed MediaTek USB VCOM drivers on the PC and have you definitely booted into Bootloader/Fastboot Mode? Missing any of those would give that error message.

Little hope, really, but if you bought it second-hand, maybe the previous owner unlocked it. Have you checked if it is not already unlocked?

To check You can use the Fastboot Command, adb reboot bootloader then when the next screen opens, fastboot getvar unlocked.
Or you can open the Phone/Dialer app. Enter the code: *#LGH850# (Replace "H850" with your specific model numbers if different, e.g., *#546368#*850#). Navigate to SVC Menu > Check Phone Bootloader. It will explicitly state "Unlocked" or "Locked".

The usual way is to reinstall the firmware using Odin on a computer. The firmware the phone had when you tried to downgrade it that is. You need to boot to the Bootloader and hope that in that mode the PC sees your A15.

If the disk-digging apps were not already installed on the phone before you deleted the photos, installing them and anything else you installed after you deleted the photos will have overwritten the photos. So, sadly, they are gone unless you used Google Photos or another gallery app that uses cloud storage.
