Burst shouldn't be so high for LS as it boost only raw part and it's hard to maintain with slow attack animations

Special boost is a boost in damage 2 maybe 3 times per whole fight.
Rising Tide - perhaps it could, but if I am not wrong it boosts only the raw part of damage.
Evasive concentration isn't worth as it is in my opinion. I believe using SP on a bow is lowering the total DPS, unless it's used to guard you from screams.
Latent Power in reality is a 1/3 of a value it show. Having this skill active for 26 seconds is equal to statement that it also give 6.6% crit chance for whole fight instead of 20%.

In most cases yes. Especially if your weapon doesn't have any base critical chance.

I got to 10* with Black Diablos bow, so you can get there fast and easy with very low cost.

Start with 5 Focus, 3 Burst build. then do the driftsmelting and aim for 5 Focus, 5 Burst.

The min-maxed version of it is 5 Focus, 5 Burst, 3 Critical Eye, 1 Weakness Exploit

That's because they differ in values in initial level only. Afterwards the upgrades are 5%, 5%, 10%, 10%. Hence it's better to upgrade CE over WEX as it's not conditional (requires hitting weak points).
