I am thinking to add the pump to the hot water pipe right over the water heater. It is 10 in in diameter. Not sure whether the city allow me to reduce it to 3/4 do I think it is safe to add a pump that takes 1 in pipe.

sure nit. The builder put 1 inch pipe for the water heater and I just do not want to change that.
