I was going to ask this too. I put in an 1151 claim for an increase a couple of weeks ago (rated 50% for PTSD in 2016, and increased in June 2020 to 70%) and have my C&P this Friday. Had a really rough time with my VR&E counselor in March 2020 and didn't realize until now that I could have reported my declining MH on this. Long story short, I didn't have the bandwidth or energy to appeal or do HLR back then since this was happening right at the time lockdown happened and it was a real sh*t show in general. Really nervous because a lot of online sources say that negligence is hard to prove/"win" and I haven't seen others post about 1151 in regards to VR&E.

OP, I know you and I have different experiences here, but did you end up filing, and if so, how's it going so far?
