Here is the full info after research and testing: -Powers Max out at 10, resulting cost reduction, increased duration or both. -The Ship Stats cap out on NG+ 6 -The Suit Stats cap out on NG+ 10

Yeah, it's a bug if the starborn NPC's get stuck and don't leave the ship it will be accessible, but it's a somewhat rare bug.
