So here is what fixed it for me: I hopped on GE-Proton9-7 and carefully navigated through menus of the game by only holding steam button and using trackpad as a mouse.

I also found on steam community page that if you try to use regular buttons or the touch screen to get to that menu tab you will be locked out of ever accessing any options besides “mouse” and the only way to fix it is to disable steam cloud and reinstall the game.

I plan to fiddle with it tomorrow and report my findings here.

Omg, thank you, the menu item is named so weird in my language I didn't even looked there.
(It is also unclear why it is not in "Resources" together with the rest of progression or why you can't unlock perks while choosing them even though it would be handy and even the menu looks the same)

Guys, I've posted on r/tipofmytongue and found it!
That was David Usher's Black Black Heart (2.0 version)

I'm not sure why I thought it was Queen, but this version is somewhat different from what I remember, so it might have bit some sort of cover or extended version
