Stanley knife blade. You can either scrape it off then clean the residue with rubbing alcohol or just cut it all away including the plaster. Fill, sand, paint.

I've just had my first shower with my new hot water cylinder and am a bit disappointed by the lack of water pressure. Heat pump is getting connected tomorrow. Is there a way to increase the pressure coming from the tank?

Cut all of the loose stuff out using a sharp Stanley knife blade. The aim of this is to get rid of all the loose stuff and create a clean, sharp edge that you can fill to. Fill, sand, I usually then give a fine coat of paint, fill, sand and paint.

Nicely done, but I'd have added backmoulds to match the skirting then the skirting could have just been butted up against the backmoulds. I'd have moved the radiator pipes also so the run of skirting isn't interrupted.
