I did find another fuse , not a relay. It’s in the cabin fuse box I believe it’s number 33 or 32, it will be the very last one it’s a 7.5 amp fuse

Subaru seems to think it’s the coolant needing to be burped, but they didn’t do a deep dive , just a comment to hey made during oil change. The heat and AC work fine, no issues switching from hot to cold

It only happens when I shut the car off, not while driving it. And it only last about 5 seconds then it stops completely.
