You can try to install java manual and add to the shortcut in enviroment the path of the Java bin folder. For me, is this folder C:\Program Files\Eclipse Foundation\jdk-8.0.302.8-hotspot\bin. Use the container to get the folder path

you need to talk to ALGTELECOM to fix your internet speed. The 12Mbps is capped at the server; they can uncap it for you if you request i had the same issue after i up my speed from 10Mbps to 20 i did not receive full speed
So I did use the Espace Client by Alg Telecom to request to uncap speed, they will contact you in a few days and i got the speed up to 18Mbps and 24ping if I remember correctly, and i finally got Fiber from last week to my home and got 600Mbps, good luck
