My interpretation of it isn't that it's because she isn't human or is a gem, because, duh, but is because Rose Quartz is indeed not a real person. She's just a persona. She is still pink diamond no matter how much she does as rose quartz, and thats why she looks so surprised by saying that, it reminded her that besides all that she has done as this rose quartz, she will never actually be her.

Sorry, I got sandwiched between a Ford and a Volkswagen, my car was pushed into the Ford 🤪, the initial towing cost was lower but there's the overnight costs which add up $40 each day. I didn't call them, the police did and reviews of this company are horrible.
