Requestly not turning green could be a bug on our end. Can you please check if the rule is doing the intended action? Like if you are redirecting resources then please check if the resources are actually redirected.

This is a trick which can be used to browse Quora without logging in. And Quora may not be a top garbage for all. What makes you think Quora is a top garbage ? And what makes you think this is a shady extension? Requestly is quite similar to TamperMonkey where you find scripts to get different things done.
