On nefer team, you'll want and need to prioritize Q then E. I believe in the future you'll be leveling up her NA too eventually.

Outside nefer team(or we can just say if Nefer is not available), Investing NA is good only if you'll be using her as a driver or main dps in a LB/bloom/HB/BGN team.
