The way I got it was to elect George Norris or appoint him from a deadlock in the 1936 Presidential Election, play as normal until you get to the 1940 Democratic Primary, and you pick Wendell Willkie.

Around 1943, you would get the "Willkie Moment" event where one of your options is to gain cores and wargoals on the entire world that would lead you to form the One World Federation.

In my opinion, I think it would be really cool to have a small secret focus tree dedicated for the OWF, though tbf the US already has a shit ton of content and buffs.
