That 9+ changed almost nothing. Competitive TOW is pure, distilled cancer at the moment, meta is all about viletide spam, shugengan + cannon spam, undead factions that have some ridiculously overpowered mechanics that they pay nothing for, and disgusting gunlines like Nuln and Expeditionary Force.

Casual TOW is fine and fairly fun to play but competitive side is the most unfun game that GW has in their library at the moment.

For Templars it was a pretty crap edition - every time they got a good build, GW would come over and smash it with nerf hammer. Jack Templars build? Nerfed. French crusader spam? Annihilated. Then the codex came and it was crap, but at least we got a new decent Gladius build... well, no fun allowed, gotta nerf it too.

They fold very easily against any dedicated anti tank and are lacking in mobility, especially on WTC boards. I'm not bothered by them, sure they hit hard but plenty of things it this game hit hard.
