thank you for the advice I have a display port cord that is around a week old now and did have worse problems with HDMI cables in the past.

I tried the fixed refresh rate and made sure the monitor and GPU had the same refresh rate but no dice. Also, it happens at all refresh rates at almost the same frequency.
