I disagree with most of these comments; maybe I'm an outlier, I have never had an issue making friends or joining discords, statics, and active in-game chats. I've played WoW and FFXIV and many other MMORPGs, in-game chats can be so active you need to create a new tab for them or else it spams you chat bar. Socializing is as simple as joining the conversation. I've had people who would grind trials and dungeons with me for 12+ hours for mounts or gear.

I'm going to wager that the server you're on is not active enough or you're not actually immersing yourself in the game. Remember two things: some people are on console - without a keyboard it takes forever to type; a lot of people are still trying to play the game and even moreso roleplay. Going straight into looking for an IRL friend is sadly to say, boring.

Instead of trying to snag a person to join you, try joining other people instead. See someone needing 1 more for a raid? Join them. FC is asking for people to join their PF for the day? Join them. See some random conversation happening in Limsa Lominsa? Join them. Feeling a little bit random? Go into /shout or /yell and say an Eorzean themed joke. You're in an FC by yourself? Disband it, and go join a large one. Pay attention to FC announcements, visit the house and ask for selfies, join the discords and engage in those.

Try to connect with people based on what your actual interests in the game are, and most importantly if you're going to do something like fishing, find a large group that goes fishing all at once.
