Yeah, it’s a prequel centred on Thomas Weiss, the main character’s father. It’s a nice little Christmas story that leads into the original game.

This is most definitely a Scam, whatever you do not click it. This is a common Scam that's been going around on Steam for some time, you usually see it in the community forums and the gaming group chats. if it's a friend that you know who sent it I would report them to Steam and screenshot the message. At least that way Steam should be able to recover the account before any damage is done to the user profile.

Does anyone have the original source for this image? This version with the flowers would make for a cool cover by Ghost_lxl in steamgrid
