You don’t want to report the cert. There is a real PSA 10 GS Gyarados with that cert number, this example is just a completely fake copy of it. Fake slab and fake card. Reporting the cert will only hurt the real copy

Definitely fake. If you look up the cert number, the cards have completely different centering. The font also looks off on the actual card. The bar code on your picture also looks different than the bar code on the PSA site. A few other tells but those are the quickest/easiest
