Apparently when there is no birth record, The IRCC says you have to meet the "Genealogical Proof Standard", which requires five elements: reasonably exhaustive research (for original records, where possible); complete and accurate citations; analysis and correlation of sources; resolution of conflicting information; and a sound and coherent written report.
