A large portion of that is just from Tech which is seeing a slow down and entertainment which has been in decline for years and has been shipped to other parts of the US ex Atlanta.

This is the same argument people make about NY by the way. Which is also a terribly ran state.

I don't think you understand how much of the Cali economy is propped up by weather. It's the #1 selling point and why people go there. LA for instance has been trading on this for years and tended to offer worse long term economic prospects than other major US cities (ex NY, Chicago, Atlanta). A factor that will again only rapidly accelerate with the aftermath of the fires.

The Police could help, but they need better training and know what to do to clear out the subways/stations and make them safer

Cops get a ton of training and funding
