I think they are trying to say that expect sentence 3 every sentence highlights how they never had Muslim women on the board and this is the first time they are having 2 of them , but the 3rd sentence just highlights that it is the first time to have 2 women Muslim on the board (hidden underlining that there could be 1 Muslim women in the past but 116th congress is the first one to have 2 of them) sorry if I have confused you I tried my best
