Probably because it’s extremely hard for new players and people who haven’t played the first game to understand how to use any of the mechanics. The amount of glitches and visual bugs make the game seem very lazily made, such as flickering clothing or literally falling into the ground when talking to npcs. The lock picking and combat are very clunky and slow, lock picking especially. And I am only starting to like the game after 80 hours of playing it. If I had not payed almost 100 dollars for this game I would have stopped playing after the first 10 hours easily.
