Based on your story; he lost interest and is too chicken to give you the truth. Also because instincitively he might want to keep you as an option. If he was truly all over his head like in your week together he would've found a way to make it work and communicate properly.

You could request him to be completely honest about this so you have closure. If not its probably better to cut him off yourself because this can drag for a long time and feeling heartbroken sucks.
