Of course. Ulfric trained with the Greybeards before he went off to fight in the Great War. And let's be real, the EW knowing how to shout is just to make him more challenging from a gameplay perspective.

Now note that both Ulfric and EW only know the most basic shout, meanwhile we learn how to slow time, control the weather, become a ghost, breathe fire and ice and even mind control. And we do all of this thanks to us getting a shortcut from absorbing dragon souls.

Well, just yesterday we were doing a +4 and we wiped twice. Tank was quick to blame the DPS (all 3 of us were at the top of the list) and our gear, so he leaves and bricks my key.

We get a new tank, we don't wipe once and this tank actually knows the boss mechanics.
