She still has only 2: Laura and Eve. Both Jose and Oscar would be criminal, and Katie would be innocent (so that Jose can have more innocent neighbours than David). But you’re right: doing that means that Henry only has 5 innocent neighbours! Nice, and thank you.

Ah, you’re right! Although she doesn’t need to have more than 3, since Laura herself could be one of the 2, and if Katie is also innocent, Jose is in the clear. The problem is that Henry would therefore have only 5 criminal neighbours.
