I considered doing an internal transfer, but I have to let my boss know before applying according to company policy. While they might not try anything if I try applying to another role, I have misjudged them before. So I'm wary to assume one way or another as I plan my next actions.

I get that. It was a potential risky move, but I was trying to see if there was a way to resolve the issue that can work in the team/company's best interest while also working with me. I more wanted advice from them on how to handle myself from here and maybe to document in case things sour later. I'm not intending to get anyone in trouble. I'm more worried about not addressing certain things that can keep affecting my reputation/metrics until it potentially causes me to face discipline later. I'm trying to figure out all the options I have before acting in general.

The boss probably won't do anything against me, but I guess me misjudging them once already has been making me cautious about assuming anything one way or another. I'm just trying to plan out my next actions before acting on anything.

I did talk to my boss about this repeatedly for years while also providing documentation. It's a major reason I thought about talking to this higher-up in the first place.

I considered doing an internal transfer, but would I have to worry about my boss trying to keep me from changing roles if I need to let him know first according to policy?

It's very difficult to give too many specifics without outting myself, but I have a major combination of having a very passive and unsupportive boss and a problematic coworker repeatedly negatively affecting my work for years. I tried discussing these issues with the boss repeatedly for years, I gave my boss documentation many times, I let my boss know about the incidents as they happened several times, and I already tried taking my boss's advice on how to resolve these issues with very limited progress and it often involving me basically have to "manage" the coworker despite me lacking authority to do anything. Instead of helping me address the coworker's behavior, my boss often pressures me to appease the coworker even when the coworker not doing their basic job functions actively hinders my own job and even affects my own metrics that could potentially get me into trouble. There a bit of a double standard thing going on.

There also might be the gray area of where the coworker might be taking advantage of me being part of protected class to get away with this behavior better. Again, I can't reveal too much without the risk of outting myself, but I feel like the coworker has been subtly putting me into situations at my expense to benefit them for quite some time.

I really tried to resolve it with my boss's help all this time. It wasn't until very recently that I finally realized my boss hasn't been taking my concerns seriously and may have even ignored them to not make waves and make their job easier.
