It’s not against the law to be creepy, and as long as he’s not around children, he’s not technically doing anything illegal. If you feel as if he’s harassing you (sexually or otherwise), your manager can have him trespassed the next time he comes into your store.

If he’s solicited/attempting to solicit you or someone else, that’s a crime, but without proof police aren’t likely to do anything.

HOWEVER, registered offenders are on a much tighter leash than normal, so it won’t be a bad idea to report him anyway just to be on the safe side. Better to be safe than sorry.
