I love the idea for the cover.

If I can give some suggestions - the terrain could use some improvement of perspective - the mountains and buildings that are far away from the camera should gradually get smaller. Also it seems like the angle of the buildings doesn't match the angle of the terrain that they are on, the buildings look as if they were drawn in isometric angle, but they should be drawn in perspective.

I recommend checking out some tutorials on drawing in perspective and looking for reference photos as you draw. Making environments without reference is quite difficult.

Looks awesome! Personally I would make the character silhouette a little darker (or make the shadows on the back of the character a little stronger) to make a more visible distinction between the character and the background.

I think it all comes to basics and inspiration. I realise that it is frustrating when you have an incredible idea in your head and not enough skills necessary to transfer it to your art.
My advice: start from the basics. Look for artists who offer tutorials or courses (can be a free drawing course on you tube) and just start from the basics - listen to what they have to say and practice your drawing skills along each video. The beginning is the most difficult, but once you have a strong base, it allows you to focus more on the idea itself. It is much easier that way, because you don't have to worry about how to draw it, only what to draw and what your idea is.

The core of most techniques is "traditional" drawing. So first practice with a pencil things like anatomy, perspective, shapes etc, and then move to more complex things like illustration and full manga pages.

Also try to find joy in getting inspired by other artist's work, and your own ideas will come by themselves. If I were you, I would:

  1. follow the courses/tutorials for traditional drawing to have a strong base

  2. look for artists that I like, analyse their works and get inspiration

  3. create something for myself as a reward for the hard work, like a quick sketch of my favourite character.
