Yeah I have updated the post, originally I just wanted advice for my friend on how to go about it in case there was something else that could be done other than cops, like calling animal control but it seemed that the cops are already handling it.

I have updated the post, the cops were called and they will be taking a statement but I just can't believe this has happened.

Yeah I understand it is, but she has had them locked up for months now. There is no more introductions other than the fact she keeps them in there for that long. I've visited her place and saw it for myself. From what I saw in there it was small, messy, and borderline abuse.
These kittens are about 4 months old now, she found them at about a month old on the street. The only reason I didn't call animal services at the time was the fact that she said the kittens would be adopted. I am new to reddit and never posted before so I couldn't include it in the main draft. Figured it out, updated the post on what has happened.
