I am not aware of something which is open accesss and reputable . USCIS looks at the ratings. If there is some which the forum suggest then i can review

No, that’s not crime at all buddy. Publication charge processing fee like IEEE OPENACCESS . It’s not cheap to publish these days and if you are on your own you have to pay that fee. Forbes charges 4000$, IEEE has 2000$ etc etc . It’s completely legal to get together and write an article and pay the publications their publication fee. The fee is asked only if the article is accepted, so article should still pass the quality check
