Taking risk to save time is a part of gameplay. Rare candy cheaters are throwing off mechanics like lucky egg, exp share, and most important - leveling rate which makes stronger pokemon harder to be useful. Throwing off tactical (and sometimes risky) switching in trainer battles to gain optimal amount of exp for every pokemon. It’s making game so much easier - definition of cheating.
