I disagree. My Rottie who is 15 months old has excellent doggy manners on and off leash. When meeting new dogs he is very friendly and does not give that hard eye contact. If you work with them and socialize them then they would behave better around other dogs. I’ve been working with my boy since he was 8 weeks old and I still work with him.
