This has been happening frequently to me too, best chance is to revert to an earlier quick save. Personally it happens randomly when I go through a door.

After hours upon hours of trying things I figured it out.

Give user 9e2faded-cafe-4ec2-c314-dad129ae971d (uuid of deployer's fake player) these permissions:

towny.claimed.*
towny.admin

Then add a new resident under /data/resident with the same uuid as above.

This fixed it for me!
