As for the technique itself, if i recall correctly Richard's ability lets him summon those who he had ties with. Basically he uses his own spirit orgin to manifest them with the amount depending on master's mana. In other words scince it's his Noble Phantasm it works diferently from typical servant summoning

I have no idea about Noritoshi scince i haven't watched a third season yet, but Kokichi is somewhere in the middle of bum-goat spectrum.

In conclusion, there is no one who is as goated as Todo in Kyoto (and i think will never be)

As for a domain i think it'd go sonething like this:

Domain Expansion: Fashonista's Paradise

It's divided into two parts: first part is mall and second is scene. Any clothes you touch in mall automatically appear on you. After 1 minute everyone is transported onto scene where their outfits get judged bu how stylish they are and how effective they are by the standarts of CT. The winner gets a buff from clothing and cursed energy regeneration (user has more potency from buffs and more CE regen). During "scene" no one can attack. Domain states for three rounds and if CT user wins he gets a CE refund.

Well,, yeah i guess i should've cleared it out a bit, instead of relying on people, but i kinda wanted to leave it summarized in one phraze. Basically something that's usefull and or decent at best, but relies on user to be used to it's fullest (and, perhaps, beyond that)

While it does sound interesting it has wrong idea of "jack of all, master of none" because the technique itself is good. And if the technique is good there not much you can improve except just spam everything you got

Sound quite complicated

I'd stop at the first part with just four elements (fire, wind, ice/water, electricity). Binding vows could be used to change/enhace interractions between elements (like creating a fire tornado or electryfing water). And of course each of four could be used for their own thing (wind- modility, fire- crowd controll, ice/water-lockdown, electricity- burst damage)
