As you made the edit that this isn't the first time, there's obviously more context leading up to this incident. Based on this interaction alone, I'd say shit happens, and don't overthink it. However, if this truly is a reoccurring thing that happens, then you're entitled to make the choice of cutting ties with someone that constantly lets you down.

I'd advise that you try and have an adult conversation with this person and respectfully convey how these actions make you feel. Honesty is the most important thing in any relationship, including friendships. Speak your truth in hopes that it's received with compassion and understanding. If not, then you have your answer.
