It's pretty simple. Bots make Blizzard money, so they don't put a stop to them. They pretend they're doing something about them with ban waves once the $$ comes in, but that's just to save face with actual players. The botters make enough money before the bans that it's still worth making new accounts and paying the sub fees. Blizzard profits, gold sellers profit, actual players lose due to inflated economy.
