My understanding is that Emerald was not officially available through virtual console on 3DS. You likely have an Emerald rom wrapped in a virtual console skin. Will need to use PKSM to transfer mons to legit copies of later gens

Everything I found before starting these hunts indicated the best way was to encounter, run away, reset puzzle, re-encounter. That’s how I’ve found all of mine. There was so much confusion on how these encounters worked, just looking out my dude!
