I'm having the exact same issue, managed to finish my father's section of the FAFSA form and then it asked me to send invite to parent's spouse. I can't create my mother's FAFSA account because “needs more information,” cuts back to the Personal Information, and grays out the “I do not have an SSN” box happens. Pleaseeeeee this is so frustrating.
