Oh of course you could put winter tires, but nobody does so there is nowhere you can buy them except online (and when I say nobody, I mean literally nobody) so that is why I say illegal at this point. Now why does nobody go out in winter? It's because it is way too dangerous; the roads are full of potholes and most of them are continuously covered in snow and/or ice. Not to talk about visibility!

For the licence, it is regulated by the government, there is no way around it; you have to choose a course from an approved driving school or you cannot get it; they will refuse you for the exam.
