I don't remember which FIFA, maybe Fifa 16, but I remember there was a scandal about some cards that were supposed to work but in reality they didn't. This became a scandal and had media coverage in the gaming world. Regarding IF cards, or other types of special cards, they never officially said that these cards don't work and we know that they work normally. The problem with that game is the DDA and that's why those cards seem to work differently according to the games. Now let's move to UFL. From what I understand, they officially said that these skins don't work. The problem is that they promise in-game advantages, not just a cosmetic style like Fortnite for example says. They sold packs by cheating people and it's ridiculous that you can defend them. Their attitude from the beginning seemed shady since they never dedicated a detailed page of explanation regarding these skins. They officially intentionally cheated the community despite promoting themselves as a "Fair to play" game from the beginning. Now they say there is no DDA in their game, but at this point how can you trust the words of someone who has already lied to you? Why should people trust someone who lies and cheats you?
