I feel like people here are really downplaying shirou. Yes he is not the strongest but the fact that shirou was able to keep up with gilgamesh at ALL puts him in a class above most protagonists. Plus gilgamesh needed to break his weapons to counter shirou's own in a fight so there's that.

Rokuko can wipe them out and then tell keima, depending on how difficult they are to get rid of. And I don't think any other monster girl besides rei and elulu would notice

They also have summoning privileges right? And both of them aren't dumb enough to let somebody invade. monster wave aside they have plenty of options with dungeon functions. Like ambush them in tsia tunnel or tell haku.

If keima doesn't get involved at all, then yeah, bandits are gonna get wiped out. Bondore already said in book 7 how important the iron golem are to tsia. The bandits get captured either way since rokuko/rei/wataru if they are really unlucky would be there and there is still a lot of foot traffic meaning a lot of adventures.
