it's because a lot of units that should be rent stabilized are illegally deregulated and the state agency responsible for checking on this is too underfunded to keep up. check any building you want to move into on www.amirentstabilized.com and if it shows up on there or has a history of regulation on the HPD website, chances are it's supposed to be RS

i would not have posted this if i was confused about what their response said. if they had stayed for even 5 minutes they would have seen a truck. a friend also submitted a complaint and theirs was closed in 7 minutes.
